Regarded by many as the best football game ever made, Sensible World of Soccer not only gives you the addictive soccer sim that the previous incarnations provided, but also allows you to play a career as a football manager. Choose from hundreds of clubs all over the world, and try to mould your players into a world-class team. You have the option to generate the result, play the game or just watch, while making tactical substitutions and formation changes from the dugout. Each player has a number of unseen stats which reflect his abilities on the pitch, and naturally, the better the player, the higher the price-tag. Although the best players are relatively expensive, their superior speed and skills are certainly apparent while playing or watching a match.

No, it's not the best football game ever. Kick Off 2 is. But Sensible Soccer was more successful and had a larger impact and that makes it remembered as the best by more people.
It's still an amazingly brilliant game to play, but Kick Off was there first and still did it better.
